Live in Baldwin Park
A naval training centre rebuilt from 1999 as an 1,100-acre New Urbanist neighbourhood. A master plan inside a city rather than outside it.
Baldwin Park is the former Orlando Naval Training Center, closed in the 1990s round of base closures and redeveloped from 1999 as an 1,100-acre New Urbanist neighbourhood: a grid of streets designed to be walked, a village centre, consistent build quality, and a lake at the middle of it. What makes it worth a guide rather than a footnote is that it is a master plan *inside* a city, on land that already had roads to it, rather than a greenfield subdivision an hour out. For a buyer the questions here are governance and cost rather than architecture. Master-planned neighbourhoods carry association and assessment structures that older streets do not, and the thing to establish is exactly what is charged, by whom, and for how long. At a USGS-measured 101.1 feet, flood risk here is a lot-by-lot lake question rather than a coastal one.
A master plan inside a city, not outside one

Baldwin Park is the former Orlando Naval Training Center. The base opened in 1968, was selected for closure in 1993, and from 1999 was redeveloped under an agreement with the City as an 1,100-acre New Urbanist neighbourhood: a street grid designed to be walked, a village centre, a mix of housing types, and Lake Baldwin at the middle of it.
What makes it worth a guide is the location rather than the plan. Master-planned neighbourhoods are ordinary in central Florida; one built on 1,100 acres already inside a city, with roads and services already reaching it, is not. You get the consistency and the walkability of a new development without the forty-minute drive that usually accompanies them.
The questions here are governance and cost, not architecture. A neighbourhood like this carries association and assessment structures that a 1920s street does not, and what is charged, by whom, and for how long is the thing to establish before anything else. Florida's community development districts are created under Chapter 190 as units of local government that issue bonds and levy assessments to repay them: collected on the tax bill, and not part of the millage on the Orlando hub. Ask what applies to the specific address.
The risk picture is the inland one. At a USGS-measured 101.1 feet, storm surge is not a factor; the stock is post-2000 and built to modern wind code, which is a real insurance advantage over the pre-war neighbourhoods a few miles west. Flooding, where it is a question, is about the lake and the engineered drainage rather than the ocean.

How Baldwin Park got here
- 1968The Orlando Naval Training Center opens on the site, one of three the Navy operated.

Lake Baldwin, Blue Jacket Park and Leu Gardens
Lake Baldwin has a path around it and is the neighbourhood's centrepiece; Fleet Peeples Park on its shore is among the best-known dog parks in the metro. Blue Jacket Park occupies the former base grounds and carries the playing fields. The name is the Navy's word for a recruit. West toward downtown, Leu Gardens has fifty acres of botanical garden.
The resident's angle: the park provision here is unusually generous and it is paid for by the people who live here, one way or another. That is the trade of a master-planned neighbourhood, and it is worth reading the association's budget rather than admiring the landscaping.

Every gym within reach
Blue Jacket Park has the playing fields and Lake Baldwin the path, and between them they are what most residents use. The village centre carries the commercial provision, such as it is.

Assigned across a city boundary
Baldwin Park Elementary was built as part of the redevelopment and is inside the neighbourhood, which is unusual. Glenridge Middle and Winter Park High are in Winter Park: a separate municipality, but the same county school district, so the city line does not move the assignment. Orange County runs magnet and choice programmes county-wide alongside.

The municipal boundary and the school boundary are different things here and neither is obvious on the ground. Check the specific address in the district's boundary lookup rather than reasoning from which city the property is in.
