Baldwin Park and the east side
A naval training centre rebuilt from 1999 as an 1,100-acre New Urbanist neighbourhood, and the older streets around it.
One guide east of downtown, dominated by one project. Baldwin Park is the former Orlando Naval Training Center, closed in 1999 and redeveloped as an 1,100-acre New Urbanist neighbourhood — a master plan inside a city rather than on a greenfield outside one, which is rare enough to be worth a guide on its own.
Master-planned neighbourhoods come with a governance and cost structure that older streets do not, and that is the thing to examine here rather than the architecture. Establish what the association covers, what it assesses, and whether there is any district-level assessment on top of it. The upside is real — a street pattern designed to be walked, consistent build quality, and its own village centre — and so is the cost of maintaining all of that, which is charged to residents rather than to the city.
